It is as idiomatic as it could possibly be.It is NOT acceptable to substitute "which we hope be considered" for "which we wish to be considered", for the former is grammatically wrong.We have the pattern "wish sth to be done". (The infinitive "to be" can be left out.)Examples: I wish the work to be finished this week./They wish same-sex couples to be recognised as families."which we wish to be considered" comes right in the pattern given in 3. The word "which", standing for "the enclosed manuscript", is represented by "sth" in "wish sth to be done".
