这不是非谓语,HAVE agreed 是谓语
两个并列主语由 both ...and.这个并列连词连接起来时,所表的为复数概念,故接复数谓语

难道both ... and.... 并列什么都表示复数？不可数名词也是？谓语动词到底是看both后面跟的还是and后面跟的？

the writer and the poet是作家和诗人，是两个人。如果是the writer and poet就是既是作家又是诗人，是一个人。这时候就用单数。
