可是不是Who引导的特殊疑问句且who做主语，变为宾语从句时，其语序不变。吗

但是这里的who不是主语呀，he 是主格，he才是主语，who is he？其实是一个疑问句，疑问语序，而这个who在句中作表语，像下面的who才是作主语，如 Could you tell me who is running there?
