是定语从句.that在这里是后面从句部分的表语.把句子分成两句就更清楚了：
He is not the impractical bookworm.He used to be a bookworm (在第二句中,一看就知道,bookworm就是做句子的表语.)
现在再把这两句合并起来,把第二个bookworm改写成that,放在第一个bookworm的后面：He is not the impractical bookworm that(that==bookworm) he used to be .
