这个叫倒装句,正常语序应该是
Some of my suggestion to the young people are outlined below
Some of my suggestion 主语
to the young people 定语,（给年轻人的）建议
are outlined 谓语,是被动语态“被概况”
below 副词作状语 “如下”
就像Here comes the bus=The bus comes here
