第一题选 A：double that of 中 that 指代前面的the population
第二题选 A： 此时too small a car 就相当于 so small a car
如果是such 的话就是 such a small car
你就记住就行了,这是固定用法.没什么好办法去解释,解释反而容易糊涂.

第一题选A that代之前面的the population.属于固定用法，类此用法还有 The weather in Peiking is quite different from that in Shanghai.
第二题选A。该句子本身是一个too...to..结构句型，too后必须紧跟形容词，前面不加冠词。
