因为考的语态。计划是被执行。所以用被动语态。而一个句子只能有一个谓语动词。所以要用非谓语。carried out 不是表过去。而且表被动。

这个题的关键是句未的动词studied，是过去式，说明Robert已经不在国外学习了，已经完成了该动作，符合完成时态的定义。所以用have studied这个题如果把studied改为studies表示正在进行。就用后面那个这个题考的就是时态了。学习是主动而不是被动。
