e going to 表将来有迹象要发生的事eg.Look at the dark clouds,there is going to be a storm.
而be的用法一般的用法是 “是”或者“成为”在这个语境下不符合
同时look at 也是一种提示,让别人注意不同一般的情况,如果是it is的话那么天气应该一直是nice and sunny 而look at在这样的语境中一般有和之前的情况是不同的,有逆转之意
