这个因为是两个动词连接在一起所以中间要用to,而to be 不能减少如果减少这个句子就不成立

to be 不可以不用，因为这是由句子结构决定的。
to be in time for the flight在句子中是目的状语。如果缺少 to be，则不成句子。
