当谓语是名词或者形容词之类的用is、am、are
比如：他用这个做什么?（强调做什么）What does he use it for?
他用的这个是什么?（强调是什么） What is this （that he used）?（that he used 是修饰this的,作为this的定语.就像是"he is the one (that) i love”他是我爱的那个人."that i love"是修饰the one的,作为the one 的定语.）
2.例句中问的是为什么我们要庆祝地球日,为什么,所以要用Why.
