两个都可以
第一句里面it做宾语 necessary to do sth做宾补
第二句it is ...是宾语从句

两者都是正确的 think是及物动词 它后面既可以接形式主语it+形容词+to do sth 表示认为做某事怎么怎么样； 也可以接以that引导的从句，但此时that常常省略。 您所列举的两句话分别属于上述两种情况，即第二句话中的think that的that省略了。

两者都可以的。因为think+it+adj。也是可以的，所以be动词省略，直接加了necessary。。后一句think后面跟了个宾从 I think（that） it is necessary to do sth 而且用前面那种的比较好
