She is more outgoing than I.这是不对的.I后面少了一个am或者把I变成me都行.
你后面理解的那两个是对的.

第一句不对。She is more outgoing than I. （I后面加am或am outgoing )
第二句对。 She studies harder than me. (口语常用）
第三句对。 She studies harder than I do. (do 代替study,省略hard)
