尽管有do not matter with sb 的用法，但那是针对人的，不是物，而这是sending emails,是doing sth.应该是do...

没错啊，这句话的主语是the differences而in time in difference parts of the world只是此句的状语修饰语，don't matter with是谓语，后为宾语，省去状语，主谓齐全，在语法上无错误啊
