应该选择 over on是在物体的上方要相接处而over是在物体上方不需要接触

桥在河上都是用over。over表示与下面的东西有一定的距离，如汽球在房子上空，也是用over。
on表示与下面的东西没有距离，是相连的。如The book is on the desk.
