都可以的.但是我们通常把介词前置,也就是常用To whom did you give the parcel?这个句型

前一种是正确的。Whom作为介宾短语中的宾语，是不能与介词分开的。

现在英语中whom 逐渐用法逐渐消失
而所有的whom都可以用who来代替
