为什么是B,我觉得两种都可以呀,主动态的话不是有intend to do么,作状语然后用ing
也有be intended to do用ed作状语?

选B.注意主语,sb intend to do sth ,sth is intended to do ,比如 Tom intends to play football；题目可以变一下,你就明白了,THe new rules is intended to make our school clean will come into effect next month.因为是非谓语结构,去掉be动词is.
