第一题有点小改动,看看是不是原题.
Tom is the only one of the witnesses who "have reported to see" the whole accident.
tom是目击证人中唯一一个看到整个事故的.who指witnesses,不只是一个人,所以用have.
The weather here is much better than "that" in the north.
这得天气比北方的好多了."that"指"weather".

A就是正在看
tom是一个人，要用三单，所以用havee不行
2、D
weather是不可数名称，所以不能用one来代替，that用来只带前面的weather，it一般用在句首，不是这样用的
