to be加形容词构成的是动词不定式短语，有些动词，如find、know、consider等，可以后接to be加形容词作宾语补语，但有时也可以省去to be，比如：
I know this to be true.
He is considered to be too lazy.
但是在一些句型里就不可以省去to be，比如：
He wanted us to be ...
