很简单,A对B错.
do you suggest 是个插入语,性质跟do you think之类的一样.也就是说,有没有这个插入语,都不影响句子的构成.
所以如果你把do you suggest去掉再看就明白了：
A：Who (should) be sent to work there?
B:Who that (should) be sent to work there?
B 在语法上根本就说不通.
