不能用that,
试看看原句型：you suggest (that) someone (should) be sent to work there.
变成问句后,此处的that是必须要省略的,因为如果不省略,他的原来句意就变成了you suggest someone that (should) be sent to work there,这样的句子是有毛病、不正确的.
假如不省略should,should后面也应该加上 be sent ,即 should be sent.B答案的should后面既没有sent 也没有助动词.错误.
