这是连词if+过去分词做条件状语.把它暂时去掉,句子很好理解
We all know that the situation will get worse.
我们都知道如果情况不被认真处理,它将会变得更糟.

if not carefully dealt with是个带有虚拟语气的条件插入句,.完整的形式应该是:
if the situation were not carefully dealt with,
我们都知道,如果不小心谨慎地处理好,形势将会更糟.
特别要注意的是为什么用了个dealt ,而不用原形deal

这是一个条件句(IF......)
IF从句后面其实省略了(IT IS),IT 指代SITUATION,省略IS其实很常见,具体参详句法里的省略法
其实(WE ALL KNOW THAT,)有点插入语的意思
这个句子,语序很常见
这句子挺不错的,有功底哟
