不可以用hope
用的话应该是hope the Taj Mahal can be built要用被动
have sth.built建造了.

1:时态上! was 过去式, 那么可以排除hope
2:短句上! have sth. done.

无论从时态讲，还是词语的使用讲，都应该是had.
时态：
前面是was，后面并列谓语也应该是过去时。
其次，have something done（使……被怎么样）这个结构决定了只能用had.因为泰姬陵是被建的，如果用hope不能体现被动。
