原句说的是：【他发现得太迟了,如果他（当时）是到矿业公司工作而不是在电信公司工作,那会更有价值.】这是个虚拟语气的句子,可以看出,“他”实际是在电信公司工作来着.这个虚拟条件句是以不定式短语to have worked...取代了条件状语从句 if he had worked...,而主句是标准的虚拟条件句的主句...would have been...
因此如果改成...had been...将无法体现原文的虚拟意义.

那不是一个句子，而是个名词性短语，做flexible working hour policies的同位语。如果是句子的话，要有主语谓语，而这个“句子”里，something和many experts两个名词短语不可能都是主语，所以实际上是这是一个大的名词性短语，省略了that：something (that) many experts say will benefit both companies and workers，意思是【许多专家说会让公司和工人都受益的一种东西】。能理解吧？ 另外，我注意到你今天问的那道数学题，正确意思应该是：O代表10000到100000之间所有“每位数都是奇数”的数（例如13579,37519）的个数（即：有多少这样的数），而E代表的是同样范围内每位数都是偶数的数（如24680,48602）的个数，现在求O-E。我看前几个答题的好像都没理解对。我能理解题意，但还没想出怎么算。建议你把我说的译文提供给答题者，英语和数学都好的人不好找，只一样好的就容易一些。
