你可以不看most of all,相当于插入语,修饰poeple,就是说“大多数人”
然后在看这个这个句子就清晰多了.

most of all只是用来补充说明who，没有实际意义，去掉之后句子就成了Schaefer believes that for people who are interested in the world and everything in it,

呵呵，who 和most of all 没有关系。你断错句了。people= most of all， 这个most ofall是个插入语有没有都可以，你现在把她去掉，再看就是people---- are interested in................,那定语从句，先行词又是人，那关系代词就应该是who啊
