From 1980 has developed since the first personal income tax law in China, has gone through a total of six times before and after the reform. Although the reform is a step forward every time, but the current personal income tax law problems still exist, function of personal income tax law is flawed: the design and structure of rates unreasonable, tax system and cost deductions are not scientific, and so on.
