因为 's == has.所以,has的後面要加过去分词made,不能用make这个原形.所以D是对的.

可是他前面不是现在完成时 为什么后面就是has？

doesn't want to -----这个通常没有“完成时”，has made a decision ------强调到目前“已经决定”。 want是状态动词，一般不用完成时，make a decision是表示“动作”的动词短语，强调到目前为止“已经”，就用“现在完成时”。
