C在语法和词义上都可行,称作“现在分词结构”作条件状语（= if weather permits）.其中,permitting的逻辑主语是 weather.

最后是个问号，原句应该是 Would weather be permitting (or not)?, 或是 will the weather be premitting (or not)? 其他的三个，表达不出问号的意思。如果末尾是句号，weather permits，更合适，但 permitting 也不能算错，其他两个不太合适。
