以in the early morning为基点,is thrown是the early morning所做的事,is considered unlucky for anyone living to eat it也是在叙述一个事实,所以都用现在时.而food是已经laid out的,就是可能是昨天或者更久前laid out的,而且这个动作已经完成.所以用完成时.laid out这一动作不是the early morning发生的,试想,如果是the early morning发生的,也不会有后面的unlucky for anyone living to eat it.
