Could you tell me 后面接宾语从句,从句中要用陈述语序,即：疑问词+主语+谓语+其他.
所以后句是对的.

这是不对的，后者的表达是对的。因为could you tell me 后面跟的是一个宾语从句。所以要用陈述语序。

前一句口语中用的较多，could you tell me how can i 中"how can i ...."表有语气的疑问。讲得时候与Could you tell me 有一定的停顿。
后一句一般用在书面，要用陈述句作宾语。
