主要是 whom的用法：宾格关系代词 whom,除非在正式文体中,whom 往往省略不用,或用who或that代之;不过,以下几种情况值得注意,直接跟在介词后面作宾语时,只能用 whom,而且不能省略.
参考例句
He was a friend with whom I was toughing the wither out.
他是和我一起熬过那个冬天的朋友.
The man with whom I spoke was a professor .
和我说话的那人是位教授.

顶ashyan，但我认为BC都行，因为此句是whom引导的宾语从句，whom只在句中做宾语，所以必须带with，若with放前则运用了引导词的介宾结构，若放后也行

正常句子应该是who to go to with.
但选择中没有，他把with提前了所以 who 在后面就要用宾格 whom.
