是否应立法禁止在街上遛狗英语作文

I am in full support for the rule to ban or to fix some criteria for dog owner to bring their dog for strolling in the public.It is a common sight that many dog owners are very irresponsible.They allow the dog to shit any where without clearing away the shit.Some dog owners do not even laced up the dog.If the dog which is big and aggressive like the pit-bull,the pit-bull may attack small children it see.
If the general public is still not considerate in what they are doing,it is better for the goverment to instill strict rules!
