首先the same as是固定用法,表示同级比较,否定直接变成not the same as
而as...as表示比较,中间是要加表示程度的形容词或副词,same不能单独直接用来作程度副词的

这是一个固定的搭配
而as ... as里面一般用来放形容词，比如as well as, as tall as,形容前后二者一样
却不能as same as ，只能说the same as
