完整的句子应该是：Such hazardous impacts that the problem has exerted is harmful
该问题产生的这些影响是十分有害的.
such 放句首引起了后面定语从句主谓的倒装,因此主语是the problem,谓语动词用has.
例如：So tired were the students that they went to bed soon.
So tired was I that I went to bed soon.
