改成：There are some people playing beach volleyball over there.
用现在分词短语playing beach volleyball over there做后置定语,修饰some people就可以了.现在分词就可以表示动作正在进行.

应该是There are some people playing volleyball over there,对于你转换的那个句子are和play都是动词,所以在无法上就说不通,因为一个句子中只能有一个谓语动词,所以把play改成动名词形式,希望可以帮到你。
