It is high time that you(should) make/made a decision.
早就到了你做出决定的时候了.
It is high time that we began the meeting.
正是我们开会的时间了.
确实都可以,should也比较少省略,但也不是不能省略的.
和it is time that只有语气上的差异,意思是一样的.
还有It is time for sb. to do sth也是一样的意思.
It is (high) time for us to begin the meeting.
早就到了你做出决定的时候了.
