who后面时态没有变化是因为定语从句描述的内容是个现状,不需要用一般过去时.如果说He is the man who was my classmate two years ago.那么从句就对应的用一般过去时.
从句部分用who has never smoked也是对的,表示到目前为止他都没有抽过烟,讲得通.

因为语义是从没有吸过烟，指的是过去
应该用过去式。。。
