it was not until ,it was until 都用于强调句结构,如
1 He didn't come until 8:00---------------It was not until 8:00 that he came(他直到八点才来)
2 He waited until / till 8:00 un the evening.----------It was till / until 8:00 that he waited（他一直等到八点）

it was until是直到......为止

意思一样，it was until 后接非延续性动词。it was not until 后接延续性动词。

it was not until not后加状态，until后加时间点。例：it was not hot until 10 o'clock.
it was until until后加时间点然后再加状态。it was until 10 o'clock that it was hot.
