concerned在这里是形容词而不是动词的过去分词形式.
the parents are concerned
意思为父母很担心担心在这里是作为形容词形容父母担心...这里的动词是are

concern是关心或担忧，
concerned既可以是动词的过去式，又可以是形容词，关心的，担忧的
在这里应该是形容词，只父母是担心的因为电脑可能影响孩子的健康，从中文的思路上来讲是怪怪，但是在英语里这是一种很口语化的说法
