efore 意为在···之前,也有还没来得及怎样和经过一番努力才怎样的意思
这句话翻译为：还没等到我能站起来,她就小声说了出来
he had sailed for a month before he found the island.他航行了一个月才找到那座小岛

如果是when，后面应该是she was speaking up in a weak voice 而且spoke已经是过去式

选择A 1本句的意思是” 我还没来得及站起来，她就小声的说出来了“ 根据句子意思就应该选择before 。
2 如果选择when 的话 句子的前后事态就错了
