1.because of后面的确是加名词短语a rise做宾语,这个介宾短语做宾语从句的原因状语.
in atmospheric temperatures也是介宾短语做后置定语修饰名词rise；
known as the Greenhouse Effect也是过去分词短语做后置定语,修饰a rise in atmospheric temperatures,其的确可以转换等同于一个定语从句即which is known as the Greenhouse Effect.
2.翻译：科学家们最近报道说,由于大气温度的上升即众所周知的温室效应（的原因）,极地的冰（川/层）正在融化.
in atmospheric temperatures也是介宾短语做后置定语修饰名词rise；
