分析：one 代替同类事物 ； that 代替不可数名词,因为WEATHER 天气是不可数名词,故用THAT

用ONE ( 不过一般很少有这种写法，多数是用天气相比)

one 是泛指的，that 是特指的。

I prefer a street in a small town to one in such a large city... 相当于
I prefer a street in a small town to a street in such a large city...
意思：小镇的街道与大城市的街道相比，我更喜欢小...
