happen at + time/place
the accident happened at 9 o'clock in that evening.
happen at the store
the accident happened at that store.

其实 happen 后面不一定加 at 的。
happen是不及物动词，后面如果要有地点状语，可以加at, in 等介词。
The accident happened at the airport.
The story happened in 1999.
当然如果加上一个介词的话，介词后面当然是名词了（见上面例子）。
