increasing作is的主语,从句首一直到education又作为has的主语.

就是说主语只能是动名词，不能使to do 或者动词的ed形式，对吗，就是不明白Whether to increase teacher's salary is the best way to improve the quality of education has been discussed这样行不行，就是把increasing换成to increase。
如果是上文这样的话，whether to increase teacher's salary是主语，后面出现了两个谓语（is和has）。那么为什么increasing是对的呢，那是因为whether后面接了一个句子作为了主语，那么is就作为了whether所引导的主语从句中的动词，has才是整个句子的谓语。
