先行词是a small river ,在后面的定语从句中做主语
因此要用关系代词 that 或者which 来引导这个定语从句
这个句子中that和which都可以的

可以啊！这里that 指代的是river,表示物，在从句中做主语，所以可以用that/which.但前面有the first,the most 序数词，最高级修饰时，只能有that 如，this is the first book that has been written by Luxun
