此题选A.因为这是一个主语从句（即 whether.weekend 这部分做主语）,只能使用whether.而if表示“是否”时,是用来引导宾语从句的,eg:i don't know if you would like it.（在宾语从句中,if=whether.只不过“whether 这个单词通常与 or not 连用）eg:i don't know whether you would like it or not.

if虽然也“是否”的意思，但是通常比whether多了一种类似“如果”得感觉，多用于虚拟语气，一般后面要加一句。而whether基本上就是“是否”的意思。
拿此题为例，如果用if，那就可以翻译成：如果学生这周末会参观城市博物馆还没有决定。（不通顺吧？）
用whether则是：学生这周末是否会参观城市博物馆还没有决定。
