个人认为不能换,it is.that表示强调,强调实间上周. when 作时间状语,引导时间状语从句.译为上周我得到了那个消息.而强调句可译为上周我才得知那一消息

不可以，第一句表达是正确的，第二句要略作修改，加上一个in
it's in last week that i got the news ，因为先行词在从句中不做成分，那么就是状语从句，不能落下介词。
