whether 是不能引导定语从句滴.因此LZ所例句子如要理解成是whether引导的定语从句那就是一个病句,不过到是可以看作是同位语从句,即"whether it will rain"作the problem 的同位语.remians 表系动词 unknow 表语.
此外还可以有以下几种表达方式如:

问题是明天是否会下雨 (这里whether引导表语从句)
