这里to的意思相当于”the key to the door“ "the answer to the question"的用法一样，介词。
主句是adherents are said （to be）correctly； deviations are said to be “ incorrect”
分号是分开两个句子，因为逗号无法连接两个句子。你问的冒号句子中我没看见%>_<%，不过...

第一个to是固定用法 adherent to 。 这没有主句。只是adherent to 与 deviations 引导的名词短语，分号表示这是并列的两个句子，我是高中英语老师哦。不懂来问我
