那个在句中起补充作用，补充地点，所以是地点状语。句子整理一下应该是a post office is there in the neighborhood 典型的主谓宾结构

首先我这么跟你说吧，你从小学就学there be句型了。那时你还没听过表语这玩意。其次表语是表示一个事物的状态，和there be句型无关而且be 不一定都是系动词
