这里的动词不定式是表示目的的,说明他当时太忙了而不能注意我.too...to的句型是太.而不能.
假如不定式后面用现在完成时的话,说明这个动作是先于谓语动词而发生,就是说notice的动作必须是先于busy的动作发生.显然不符合逻辑.
